In response to the coalition government’s plans* to radically change the structure of the health service, Simon Lawton-Smith, Head of Policy at the Mental Health Foundation, said:
“Moving responsibility for commissioning down to GPs could open up opportunities for developing practice-based services provided by frontline professionals like counsellors and specialist mental health nurses. We know that 90% of patients with mental health problems are supported in primary care. Making treatment available in this setting would be beneficial to patients.”
Joint commissioning
The Foundation believes the White Paper provides an opportunity to integrate health, social and occupational health care into a unitary primary care mental health service. Lawton-Smith said:
“We agree that local authorities should promote the joining up of local NHS services, social care and health improvement. People with mental health problems often require a broad range of services. However, it will be essential for commissioning GP practices to work closely with local authority colleagues and other service providers.”
Challenge for GPs
“Primary Care Trusts have often struggled to commission effective mental health services for patients. A big challenge for GPs will be to develop a strategic understanding of the needs of people with mental health problems, so that they can negotiate with a range of care partners. We are keen to work with GPs to help them understand how they could do it better.”
